Client Challenge

Whilst unquestionably controversial, the £2Bn Thames Tideway Tunnel scheme is needed to alleviate flooding and tackle the tens of millions of tonnes of raw sewage which discharge into the tidal River Thames every year, as part of the plans to build a 22nd Century London with a cleaner, healthier River Thames.

It would be the biggest tunnelling project ever undertaken in the UK’s water industry, with a total of 18 km of tunnel being let in three lots – East, West and Central. Skanska, in partnership with French specialist tunnelling company Razel-Bec, formed the Cleaner Thames JV to bid for the Central section worth circa £800m. The challenge was not only to establish the JV and quickly develop an integrated approach to bidding, but to put together a team capable of producing a winning quality submission.

EiB Approach & Involvement

EiB was commissioned to support the development of the quality submission responses as part of our Bid Management and Writing support. Our team was fully embedded within the integrated bid team and worked closely with the JV Leadership team and technical leads to:

    • Challenge and strengthen the bid win themes
    • Develop the delivery strategy and solution
    • Produce storyboards
    • Gather information on approach and evidence
    • Work-up first drafts

This also involved wider consultation with advisers across the wider Skanska central support services to ensure the latest approaches, achievements and supporting evidence were captured. Our input was principally to the following sections of the quality submission: Leadership & Governance, Organisation & People; Execution Plan and Method Statements; River Logistics; Supply Chain; Risk & Cost Management; Safety; Sustainability; Quality and Legacy.

During the course of our support we also acted as a ‘critical friend’, reviewing and challenging responses produced by other authors based on the value our team were perceived to be adding to the overall bid.
